The definition of what we want an item of equipment to do, and the level of performance which the users of the equipment require when it does it. Note that an item of equipment can have many functions, commonly split into Primary and Secondary Functions. Note also that the level of performance specified is that required by the users of the equipment, which may be quite different to the original design, or maximum, performance capability for the equipment.
